Welding/fabrication NEEDED in Joplin, MO

Needing fabrication of a block press. The unit makes compressed earth blocks for building. This will be taken on a disaster mission to help rebuild.

I have detailed blueprints with dimensions. I need to stay under 150$ if at all possible.
